Three national master plans have been made to extend NRE by using various supporting policies since 1997. But there were speculations that this goals cannot be achieved by 2011. The reason of this failure is because the central government has ignored the regional characteristics of NRE. Local governments are more familiar to these kinds of natural resources than the central government. And they know how to develop these resources. It is important for local governments to cooperate with central governm
