This made some of middle class people bankrupt and homeless people. The number of homeless people reached about 5,500 in 2007. The government open shelters for homeless people, but the programs of rehabilitation, management and housing program were not fit for them. Because these are not concern with housing and social exclusion. First and foremost, homeless is the problem of poverty and resident poverty above all. So the government have to supply many public houses for them with welfare services. Social exclusion is a relatively new term in Korean housing policy-not only referring to poverty and low income but some of their wider causes and consequences.
