Methods: We followed the typical procedure of Health Impact Assessment recommended by the Merseyside Guidelines on HIA. In scoping,the steering committee decided 5 key domains of child health to be assessed: prenatal care, vaccination, nutrition, access to health care,and child abuse and also the methods of collecting the evidence.
