This vision aims to shift the current development paradigm of quantity-oriented, fossil-fuel dependent growth to quality-oriented growth with more emphasis on the use of new and renewable energy resources. Using less energy and ensuring environmental sustainability, “Low Carbon, Green Growth” aims to simultaneously pursue three objectives by creating a synergistic relationship between economic growth and environmental protection: (1) to promote eco-friendly new growth engines for the national economy, (2) to enhance the quality of life for the members of the society, and
