<초록>

우리가 살고 있는 도시는 여러 가지 시설이나 구성요소를 볼 때 심신이 건강한 사람 즉 장애가 없는 사람이 일상생활에서 행동하고 이용할 때 편리하고 쾌적하도록 만들어졌다는 것을 쉽게 알 수 있다. 다시 말해 정상인(심신장애가 없는 사람)의 활동을 기준으로 시민 대다수를 만족시키는 방향으로 도시계획이 행해져 왔다. 인간은 누구나 일생을 살아가면서 신체적으로 시설물의 보조나 타인의 도움이 필요한 부자연스러운 시기를 경험하게 된다. 따라서 모든 시설물은 이용자가 편리하고 안전하게 접근할 수 있도록 만들어져야 하며 도시기반이나 물리적 시설의 조성과 관련되는 도시계획은 보다 ‘인간중심적’으로 계획되어야 한다. 인간중심의 도시계획이란 장애의 유무를 떠나 모든 사람들이 평등하게 생활할 수 있도록 설계된 도시를 말하는데 그 중심에는 유니버설디자인이 위치하고 있다. 선진국은 친환경적이며 인간중심의 도시계획을 지향하여 공공건물과 일상시설물설계는 장애인과 비장애인 모두 안전하며 편리하고 쉽게 접근할 수 있도록 도시계획 전 분야에서 유니버설디자인개념으로 접근하고 있다. 지금까지 유니버설디자인은 모든 사람들이 편리하고 서로를 배려하는 사회를 추구하였지만, 최근 도시의 주요한 특징은 우리생활을 윤택하고 편리하게 해주는 반면 한정된 도시 공간에서 과다한 인구의 집중화와 과밀화로 인해 범죄사고와 에너지 사용 및 환경으로부터의 재난사고 등 안전문제가 새롭게 부각되고 있는 현실에 주목할 필요가 있다. 도시환경에서의 유니버설디자인이 범죄와 재난에 대해서는 더욱 자유로울 수 없다는 것이다. 특히 사회적 약자는 사소한 위험요소에도 노출되어 있어 유니버설디자인 개념에 비추어 볼 때 가장 우선 고려해야 할 것이다. 도시환경에서의 방범과 방재는 유니버설디자인에서 함께 기본적인 요소로 적용되어야 함에도 불구하고 그 기능들이 상호 유기적으로 다루어지지 못하고 있다. 이에 도시환경에서의 방범과 방재를 적용한 유니버설디자인의 설계는 가장 우선적으로 장애인을 포함한 사회적 약자 등 다양한 사용자를 포괄하는 개념으로 물리적 환경뿐 아니라 사회적 환경까지 포함하여 총체적이고 직관적이며 자연스러운 접근방법이 요구되어진다.

The facilities and components of the cities we live in have been built by considering the people who don`t have disability. In other words, the urban planning has been done to satisfy majority of people who do not have physical disability. Everyone has a moment of asking for the help from someone else or needed facility aids in their lives. All facilities should be convenience, safe, and easy to access by the users. It should be ``human centered`` urban planning rather than material centered urban planning. The Universal Design helps the urban planning to be ``human centered,`` which means helping people can live equally regardless of the disorder. Developed countries approaches to the Universal Design by applying eco-friendly and ``human centered`` concept to all the aspects of the urban planning; regardless of the disorder, everyone can use the public facilities easily and safely. The Universal Design has preferred societies of providing convenience and solicitude to everyone. However, now societies need to focus on safety issues of the urban society, such as crimes and natural catastrophes coming from high population density and excessive use of the energy; the Universal Design in the urban society is even harder to be enacted. Especially, second-class citizens are easily exposed to many trivial hazards. This is main aspect that the Universal Design needs to focus on. Even though the prevention of the crime and the disaster in the urban environment need to be applied as a basic factor, it has not fairly treated. The primary consideration of the Universal Design plan should be including everyone, even second-class citizens. The Universal Design is demanded to approach to all different aspects of physical environment and social environment to prevent the crime and the disaster in the urban environment.
